↣ Click on Start Menu >> point to Programs >> point to Administrator Tools & then click Internet Services (IIS) Manager.
↣ Right Click the Web sites & then click Properties.
↣ Click the Performance tab & then clear the Limit total network bandwith available for all Web sties on this server option.
