Try this method to enable Command Prompt
How to Enable Command Prompt
↣ Click On Start Menu >> Click On Run Button
↣ In the Open Box type gpedit.msc
↣ Click on Windows Explorer & search option on the right side of screen
↣ Prevent access to the command prompt
Just check it if it is not configured then change it to enable by double clicking on it
& after applying again set it to not configured
