Try this method to open .jpg files in outlook

↣ Click On My computer >> Click on Tools >> Select Folder Options.
↣ Click on File Types >> Scroll down the list & Select jpg
↣ Left Click on it >> Click advanced

↣ Click on Open In the list of actions  & Click Set Default
↣ Click on OK twice
